I am currently in the process of purchasing some Smiley 5000s, with the speakers been approximately 15 - 20 years old I would expect they would need recap of the boards etc. and also replacement of both tweeters sooner or later.

Could I ask if anyone on here does the recap of the boards and if there are aftermarket tweeters that are suitable?

Reading online on the forum is there a way to test by ear if the tweeters need replacement? Read various things but unsure as to what to look out for.

Also if the DAC chips failed in future years would that mean the speakers are toast?

It is worthwhile to have the capacitors replaced, it can make a very big difference on older DSPs. You may not need to replace the tweeters. I recapped 2 sets of 5ks, neither pair required new tweeters. I would do the caps first.

Also take a look at some of the threads about 24/96 DSP5000 maintenance, I would also make sure the load resistors have been addressed.

The DSP5000 is a terrific speaker and an excellent value these days.

A failed DSP board will most likely require a donor speaker or otherwise salvaged part. Luckily reliability is pretty high.
