It's a statement. You do get noise, due to thermal effects, for any given solid-state device. Even if you try to reduce that noise by cooling the junction, there is always a level of noise due to quantum tunnelling. I can probably dig out a really terminally dull paper on such effects (as it relates to using CCDs for astronomy) if anyone has insomnia  These effects are not present in a mechanical relay. There is a possibility of capacitative transmission of RF noise through an open relay but if it's a changeover type then that too is eliminated by going to ground in the 'open' state.
