Finally had a chance to dig in and get at the cables and switch. Turns out the switch was bad or at least inconsistent for whatever reason. Once I replaced the main cable it did seem to work better but once I bypassed the switch it was vastly improved. Replaced the switch with a Cisco and it continues to work significantly faster than previously. Maybe the Netgear switch was bad or incompatible in some way but clearly was the issue.

Problem solved.
