The panasonic is sending 4:2:2 when I go straight into the VP50Pro. I get normal colors, etc... When I go straight into the HD621, I get green. This is a color conversion problem. Something is sending one thing, but its being interpreted or reported as something else as far as I can tell.

It is not clear if the problem is inbetween the Pan/HD621 or HD621/downstream. You can try forcing the color space on the Radiance. Try both 4:4:4 and RGB to see what happens. The reason I suspect RGB is because it had been mentioned that the standard / enhanced worked. This should only function in the RGB case. The control has no function for me.
