As Gary said I had an issue with the latest batch of boards, the clocks were being corrupted internally on my board. I initially thought my last batch of PCBs were defective so I ordered another batch and then had the same problem with them.

As it turns out the sensitivity of the buffering chips I use appears to have changed and I need to feed them more signal to have them work reliably. This is just a resistor network component change on the board. The value I was using worked fine but with my latest purchase of buffering chips the value was borderline. Swapping that out fixes the board. I will be fixing the rest of the boards and testing them and then getting them out to Gary.
